By default this build-in administrating account is disable and hidden, Unlike the build-in guest account that can easily be activated from the control panel.
It is described "Built-in account for administering the computer/domain" when it's activated/enabled it will appear at the login screen with other account on the computer. When you login to this account you wont be confirming or providing an admin password to run a program (no limitation)
For security reasons, it is not advisable to always login to this account. Only activate and login on it when you need it and disable later.
To enable this account follow the simple steps below.
Open the Computer management either by typing computer management on the start menu search and click it when it appear at the result, Or by right click on Computer and select Manage from the context menu.
Now from the computer management click on the Local Users And Groups to expand it.
Open the Users folder to see the Administrator and other accounts.

Right click on the Administrator account and choose properties.

From the properties uncheck the Account Is Disabled and click ok. Follow the same step to disable it.
